All three bills of the budget, including the appropriation bill presented in the House of Representatives, have been passed.
The replacement bill to amend the budget through the ordinance has been passed as part of the budget. After the clause-by-clause discussion that started in the House of Representatives today, the Appropriation Bill, the National Debt Raising Bill, and the Finance Bill have been passed.
Finance Minister Janardan Sharma had proposed to consider all three bills.
During the discussion, lawmaker Prem Suwal had proposed to stop the materials that are hazardous to health, however, his proposal was rejected.
The Speaker then announced the decision to pass all three bills by a majority of the members of the House of Representatives.
Opposition party UML, on the other hand, has maintained obstruction in the parliament. UML has been protesting in the parliament saying that Speaker Sapkota has discriminated against the party.
In Monday’s meeting, UML lawmakers also chanted slogans such as “maintain parliamentary supremacy, stop partisan behavior, maintain parliamentary dignity, and the parliament cannot function as it is”.
As soon as Speaker Agni Prasad Sapkota started the meeting, UML lawmakers surrounded the rostrum chanting slogans. Replying to a question raised during the discussion on the Appropriation Bill, Finance Minister Sharma said that only three percent of the budget brought by the previous government has been manipulated and the budget has been arranged keeping in view the national interest and people’s aspirations.
The bills passed by the House of Representatives will now go to the National Assembly. Once it is passed by the National Assembly and sent back to the House of Representatives. By accepting it, the House of Representatives will send it to the President through the Speaker and it is implemented. Then the current Budget Holiday will end.
The next meeting of the House of Representatives has been called on Thursday, September 22 at 2 pm.
