Kathmandu, May 6: Deliberations on the government’s policies and programmes for the fiscal year 2019/20 have begun in the National Assembly (NA) from today. In today’s meeting of the NA, Prime Minister KP Sharma Oli presented the proposal to commence deliberations on the government policies and programmes for fiscal year 2019/20 presented in the joint meeting of both houses of the Federal Parliament on May 3 by President Bidya Devi Bhandari.
At the beginning of the deliberations, major opposition party Nepali Congress (NC) parliamentarian Radheshyam Adhikari said that the government should be ready to consider an amendment proposal submitted by the NC to revise the proposed policies and programmes from 3 to 215 points.
Stating that the policy was tacit about the implementation of fundamental rights, Adhikari claimed that new policies and programmes had not clarified about the authority of the governments at all three levels.
Questioning the government about coordination between the provinces for river diversion programmes included in the policies and programmes, he blamed the government for its ineffective roles in tackling gold smuggling cases, encroachment on Baluwatar land, irregularities surrounding the wide-body aircraft among other cases of emblements and wrongdoings. Demanding the answer about which part of the East-West railway pledged to be built by the incumbent government would be constructed first, the parliamentarian viewed that President Bidya Devi Bhandari was unnecessarily dragged to controversy due to her mention ‘My government’ while presenting the policies and programme recently.
Similarly, Rashtriya Janata Party ( RJP) Nepal’s Brijesh Chandra Lal, briefing the meeting about the amendments presented by his party on the policies and programmes, demanded an amendment in the constitution to increase its acceptance. Lal urged the government to address the prospect of violence and divisionism in the country although, he commented, the policies and programmes had mentioned about violence and divisionism been ended in Nepal.
He also questioned the existence and efficiency of the Authority formed to provide relief to the people, especially in Terai, who are hit hard by flood and inundation annually during the monsoon. RJP Nepal’s Ramesh Prasad Yadav argued that it was an irony for the government to claim in the policies and programmes that the constitution was accepted by one and all. He also demanded its revision. Altogether 10 parliamentarians had registered three amendments to the policies and programmes. RSS
