The Ministry of Finance has mandated that all public sector payments must be made exclusively through electronic systems starting July 17, 2025, marking a significant step toward digitizing Nepal’s financial administration.
A circular to this effect has been dispatched to all ministries, Nepal Rastra Bank (NRB), public institutions, boards, committees, and authorities, instructing them to ensure the complete transition to electronic payment platforms by the start of the Fiscal Year 2025/26.
The directive follows an announcement made in the FY 2025/26 budget statement and stems from a ministerial-level decision led by Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel on July 11. It reflects the government’s ongoing efforts to enhance transparency, reduce inefficiencies, and curb corruption in public spending.
As per the new regulation, all government disbursements, procurement payments, salaries, allowances, and other financial transactions must now be processed digitally. This aligns with Nepal’s growing trend of electronic payments, which saw a notable rise toward the end of the last fiscal year — reaching Rs 8.32 trillion in Jestha alone.
With this policy, the government aims to strengthen fiscal discipline, improve real-time tracking of public funds, and foster a more accountable digital economy.
