Kathmandu, April 25 : Development partners continue to spend their monetary assistance bypassing the country’s budgetary system. So, there have been serious doubts regarding the actual motive as well as effectiveness of such foreign largess.
The Development Cooperation Policy of the government talks about discouraging the practice of spending foreign assistance out of the parliament’s knowledge and approval. However, the data alludes that the foreign donors are enjoying carte blanche while mobilizing their assistance in Nepal.
In the fiscal year, they spent 309 US dollars i.e 29 percent of the total financial assistance worth 1,623 million out of the budgetary system, according to the annual report of the Office of the Auditor General for Fiscal Year 2074/75.
The report also bemoans that the government is being lackadaisical towards implementing its past suggestions by bringing foreign spending into budgetary system.
International Non-Government Organizations (INGOs) also mobilised an additional $110 million without any knowledge of the concerned government authorities, the report mentions. Such moves on the part of development partners contravene the Paris Declaration of 2005 which has categorically stated that foreign assistance should be transparent and accountable.
