Deputy Prime Minister and Minister for Finance Bishnu Prasad Paudel has emphasized that the responsibility for low capital expenditure lies with individual ministries, not solely with the Ministry of Finance.
Speaking at a ministry-level Development Action Committee meeting on Wednesday, Minister Paudel called on all ministries to ramp up capital spending. “While it may appear that the Ministry of Finance is accountable for capital spending, our role is to ensure the availability and mobilisation of financial resources. The actual implementation rests with each ministry,” he asserted.
He instructed government employees to act swiftly on clearing arrears, attracting foreign investment, mobilising resources, embracing modern technologies, and enhancing service delivery.
During the meeting, Acting Governor of Nepal Rastra Bank, Neelam Dhungana Timsina, noted that the national economy is gradually recovering, backed by encouraging financial and monetary indicators. Finance Secretary Ghanshyam Upadhyaya highlighted the need for more effective regulatory measures, while Revenue Secretary Dinesh Kumar Ghimire underscored the urgent need for stronger internal governance.
