Nepal Rastra Bank (NRB) has made National Identity (National ID) verification mandatory for opening digital wallets and updating user information through the 15th amendment to the Integrated Payment Systems Directive, 2082 BS.
Under the revised directive, licensed payment service providers must verify the electronic records of a customer’s National ID before opening a digital wallet for Nepali citizens. Existing wallet users who already possess a National ID are required to update their wallet details with their National ID number by October 17, 2026.
For users who do not yet have a National ID, payment service providers must send monthly reminders requesting them to update their information once they obtain the card.
The directive also retains the provision allowing Nepali citizens living abroad to open digital wallets online using alternative documents. However, they must update their National ID details within six months of returning to Nepal.
Additionally, the central bank has introduced flexible provisions enabling persons with disabilities and other vulnerable individuals to open and operate digital wallets using alternative identification documents where necessary.
